How to: Set system clock to read military time.
Solution:
Open 'Regional Settings' in 'Control Panel'. Select 'H:mm:ss' from the 'Time Style' drop-down list box.
1) Click the 'Start' button to display the 'Start' menu.
2) Select 'Settings' and select 'Control Panel'. (The 'Control Panel' window appears.)
3) Double-click the 'Regional Settings' icon. (The 'Regional Settings Properties' dialog box appears.)

4) Click the 'Time' tab.
5) Select 'H:mm:ss' from the 'Time style' drop-down list box, in the 'Appearance' group.
